Title: Repeat Applications in College Admissions

Abstract:

College applicants in many countries repeat-apply—i.e., applying in a subsequent application cycle after an initial unsuccessful trial in their original application cycle. We study the incentives and implications for such repeat applications. The repeat application gives high-ability students with bad luck a chance to redraw their scores and get admitted to colleges that are well-matched to their abilities. However, it also intensifies the competition for good schools and causes even those students who otherwise would not repeat-apply to repeat-apply, resulting in an excessive number of students incurring the associated transaction costs. We show that while repeat applications can improve match quality, the magnitude of repeat applications in equilibrium is excessive.
